Statista e bibliofilo inizia la sua carriera al servizio di Mazarino; dal 1661 fino alla sua morte si occupa del governo della Francia. Fonda la Bibliotheca Colbertina che in poco tempo diventa una delle più prestigiose e conosciute in Europa annoverando oltre 20.000 volumi. Nel 1728 la biblioteca che Colbert con grande passione ha raccolto ed organizzato si disperde: alcuni manoscritti finiscono nella biblioteca del re di Francia, diversi volumi vengono acquistati da Carlo Pertusati.

La sua biblioteca personale, arricchita dai figli Jean Baptiste e Jacques Nicolas, fu posta parzialmente in vendita dal nipote, abate Charles-Eléonor nel 1728, ma nel 1732 la Bibliothèque royale acquisì la maggior parte dei 6645 manoscritti e dei 17000 stampati.

In 1651 Colbert joined the household of Cardinal Mazarin, principal advisor to Queen Anne of Austria during the minority of Louis XIV (1638-1715), and one of the great collectors of the seventeenth century. Having recouped the cardinal's fortune, Colbert entered the king's service and, ten years after he sat for this portrait, was appointed minister of finance. He was instrumental in reforming the arts to serve the monarchy. In 1648, he and Charles Le Brun took charge of the Académie Royale and in 1666 founded the French Academy in Rome.
