Nato a Pendeen in Cornovaglia, fu Parroco di Ludgvan dove raccolse un'ampia collezione di fossili e antichità seguendo i suoi interessi di geologo e naturalista, di cui rifornì inoltre naturalisti europei e l'Ashmolean Museum. Pubblicò alcune opere di storia: Antiquities of Cornwall, 2nd ed., London, 1769; Observations on the Ancient and Present State of the Islands of Scilly, and their Importance to the Trade of Great Britain Oxford, 1756. Natural History of Cornwall Oxford, 1758. La sua ricchissima biblioteca di ventimila volumi notevole per edizioni e legature, venne messa in vendita nel 1773 e ne resta il catalogo a stampa: A catalogue of the libraries of the late Rev. Dr. William Borlase, ...The Sale begins in August, 1773, (the Prices being marked in the Catalogue, and in the first Leaf of every Book) By Benjamin White, At Horace's Head, in Fleet-Street, London.
