Général, diplomate et orientaliste, entré au service de la Compagnie des Indes dès 1826 jusqu'en 1833, il réorganise l'armée du Chah de Perse jusqu'en 1840, nommé consul à Bagdad en 1844, il étudie les civilisations anciennes en Perse, en Afghanistan et Mésopotamie par l'archéologie, les inscriptions cunéiformes, élu à la Chambre des communes en 1865, il est président de la Société géographique de Londres en 1871-73 et 1875-78
