Barone di Bourghley, figlio di Richard e Jane Heckington; dal 1554 segretario di Stato della Regina Elisabetta I e tesoriere dal 1572, studiò al St. John's College; esperto di greco e latino, bibliofilo e antiquario, appassionato di genealogia e araldica, raccolse una biblioteca considerevole (in cui era compresa parte di quella già appartenuta a Robert Glover). Nell'ultimo testamento del 1597 dispose che i numerosi manoscritti e libri venissero lasciati al figlio Thomas:
